Cable Internet is a shared bandwidth service - even for so-called business class levels of service. Lines running into your neighborhood are shared between all customers of that service provider in that area. The only way to guarantee dedicated bandwidth is to have a solid fiber connection to your home or business, or purchase service with a T1 or T3 line.
Peering is the process of a reciprocal agreement between two "tiered" service providers to accept traffic from one another's network.
